Subway Transfer Discount System: Comparing Korea and Overseas Public Transit Systems

Korea's public transportation transfer discount system is more than just a way to reduce travel costs; it is a core system that enables fast and efficient movement. This system was first introduced in July 2004, alongside the reorganization of the public transportation network in Seoul. In the past, passengers had to pay a separate fare every time they boarded a bus or a subway. With the introduction of this system, passengers can apply a distance-proportional integrated fare system when connecting these two modes of transport.

The basic principle of this system is charging fares based on distance. Within the basic distance zone, no additional fare is charged even when transferring. An extra charge of 100 KRW is added per 5 km only when the travel distance exceeds the basic standard. This prevents double payment of fares upon transfer and significantly reduces the economic burden on public transit users.

Applicable Regions and Operational Guidelines

This system is not limited to Seoul and has been expanded to the entire metropolitan area (Gyeonggi-do and Incheon). Recently, other major metropolitan cities such as Busan, Daegu, Daejeon, and parts of the Chungcheong and Gangwon regions have also linked their systems or built their own regional transfer systems.

To receive transfer discounts, you must use a prepaid or postpaid transportation card (such as T-money, Cashbee, or the transportation function on a credit card). Cash payments do not qualify for transfer benefits. Also, it is mandatory to tag your card on the terminal when getting off. If you do not tag when exiting, the next vehicle will recognize it as a new boarding, and the discount will not be applied.

Below is a summary of essential information about the transfer system in Korea.

Practical Discounts for Foreigners

For foreign tourists and residents visiting Korea, this transfer discount system is very useful. For example, when traveling from accommodations located on the outskirts of Seoul to major downtown tourist attractions, you only pay the basic fare for the total distance if you take a bus to a nearby subway station and transfer to the subway.

If you calculate the actual discounted amount, taking a subway with a basic fare of 1,400 KRW and a bus of 1,500 KRW separately would cost 2,900 KRW in total. However, if the transfer is applied, you can use both modes of transport for around 1,500 KRW. Since up to 4 transfers are allowed, you can significantly save on transportation costs even when taking complex transfer routes to your destination.

Comparison with Public Transportation Systems in Other Countries

When comparing Korea’s integrated system with those of other major global cities, several differences emerge regarding fare structures and transfer convenience:

  • 런던 (London - Oyster Card & Contactless): The UK capital uses the Oyster card system or contactless bank cards. London features 'pay as you go' caps, where the system limits the maximum amount you can spend in a day across buses and the Tube. However, bus-to-Tube transfers generally do not offer the same seamless, distance-based discount as Korea; passengers usually pay a base fare for each mode, though the 'Hopper fare' allows unlimited bus transfers within one hour.

  • 뉴욕 (New York - OMNY & MetroCard): New York utilizes a 'pay-per-ride' system with OMNY and MetroCard, along with a weekly or monthly unlimited pass. Recently, the system introduced 'Fair Fares' and fare capping similar to the weekly pass system. In contrast to Korea's distance-proportional integrated transfers between buses and subways, the standard single-ride fare provides a free transfer within the subway system or from bus to bus, but free transfers between a bus and a subway require specific multi-ride configurations.

  • 도쿄 (Tokyo - Suica & Pasmo): Tokyo’s transport system relies heavily on IC cards like Suica and Pasmo. While Tokyo features a dense and efficient network operated by multiple private and public companies, transfer discounts between different operators (such as Tokyo Metro and Toei Subway) are not as universally applied or integrated as they are in Seoul. Passengers often pay a new base fare when switching between different railway companies, which makes long-distance transfers relatively more expensive.

Public Perception and Important Warnings

Korean people consider this system a natural benefit of daily life and give highly positive evaluations regarding public transportation usage. Especially for office workers in the metropolitan area with long commutes, transfer discounts have become an essential economic benefit.

However, there are a few rules you should be careful about when using the system. First, if you transfer continuously to buses of the same route number, the discount is not applied. Second, you must transfer within 30 minutes after tagging off, and the transfer is only valid when moving to a different vehicle after getting off the previous one. Third, when boarding with multiple people (paying multiple fares with one card), the transfer discount might not apply correctly, so it is recommended to use one transportation card per person.

Practical Guide for Foreigners

For foreigners to smoothly receive transfer discounts, it is best to purchase and charge a T-money card at a convenience store or airport. You can also use the mobile transportation card function on your smartphone.

If the transfer discount is not applied properly or an error occurs, you can respond in the following ways:

  • Ask Station Staff: Visit the Customer Service Center at a subway station, present your transportation card, and the staff can check the system for errors and resolve them immediately.

  • Inform the Bus Driver: If a problem occurs while boarding the bus, you can politely inform the driver that the transfer is not working, and the driver can adjust the terminal.

  • Use the Customer Service Center: Even if you are not fluent in Korean, you can receive English assistance through services such as the Dasan Call Center (120).
